This giant prison complex was built in 1864 and was given the name Schaellemaetteli, meaning 'the little field of bells' in Swiss German, because prisoners who were sent to work in nearby fields had to wear bells around their necks in order to prevent them from escaping. But the prison, which is located in the heart of Basel, was closed down in 2004 because the conditions in the 114 cells breached the standards required by the European Convention on Human Rights. The building then became a location for artists, being used as a theatre and a film set. Now the Swiss authorities have decided to reopen it. Just tell me why?
